UK public support for nature restoration is strong and consistent, with YouGov polling for Rewilding Britain finding 81% backing in October 2021, rising to 83% by June 2024, held across every political party, age group and social class. Scaled to match the UK's own stated ambitions — rather than Phase 1's pilot footprint — Environment Co becomes a multi-decade national programme: hundreds of thousands of hectares of new woodland, planted as saplings at forestry-scale cost rather than individually, a fifth to a third of UK land and sea under restoration, and a young workforce with a genuine long-term pathway into the industries that programme creates.

Environment Co: A National Programme, Scaled

Every year, thousands of people in the UK die earlier than they should because of the air they breathe. Thousands more live with heart and lung disease made worse by polluted water, degraded soil, and food stripped of the nutrients it used to carry. These aren't separate crises. They come from the same root cause: for two centuries, Britain has treated its land, water and air as things to extract from, not systems to look after. Environment Co is a proposal to reverse that at the scale the problem actually demands — not as a pilot project, but as a multi-decade national programme, and one considerably cheaper to deliver than earlier estimates suggested, once the trees are costed correctly as saplings rather than individually planted specimens.

What scale actually means here

Phase 1 of Environment Co — a million trees, a few hundred hectares of seagrass, a first kelp cultivation line — is a proof of concept, not the ambition itself. Scaled to match the UK's own targets, the programme looks very different: the Climate Change Committee's recommendation of 30,000 hectares of new woodland every year, sustained through to 2050, adds up to roughly 750,000 hectares and 750 million to 1.2 billion saplings over 25 years. Planted at forestry scale rather than one at a time, that woodland costs £3,100–£10,200 per hectare to establish and maintain through five years of aftercare — around £2.3bn–£7.65bn in total, or £93m–£306m a year. Rewilding Britain's campaign goal — nature restoration across 30% of UK land and sea by 2030, with a fifth of that fully rewilded — would put somewhere in the region of a million hectares of land and coastline under active regeneration on top of that. Public backing for this exists already: 81 to 83% of the country supports rewilding, a level of consensus that holds steady across political parties, age groups and social class. The obstacle has never been public will, or even affordability once the costing is right — it has been the absence of a financing model built for a multi-decade payback, which is exactly what citizen ownership through the CWF's National Infrastructure Bond is designed to provide.

A single tree can sequester up to 0.4 tonnes of CO2 over its lifetime. Therefore, 1 billion trees would sequester up to 400 million tonnes of CO2 over 100 years — equivalent, as an annual average, to roughly 2 million vehicles' emissions in one year. At the end of June 2022, there were approximately 41 million licensed vehicles in the UK.

Cleaner air, cleaner water, at national scale

Air pollution linked to tens of thousands of early deaths a year in the UK is concentrated where traffic, industry and poor housing overlap with poverty. A million saplings around a handful of towns is a meaningful start. Three-quarters of a billion to over a billion, planted deliberately along the urban edges and transport corridors where pollution is worst, becomes public health infrastructure on the scale of a national hospital building programme — just slower to grow, and permanent once it's there. The same logic applies to water: healthy soil and wetland filter and slow water before it reaches a river in a way no treatment plant downstream ever can. Scaled regenerative farming, hedgerow and wetland restoration rebuilds that filtration at the source across the country's agricultural land, not on a few thousand hectares of pilot farms.

Feeding people properly, at scale

Depleted UK soil already produces food with less mineral content than fifty years ago. A national soil regeneration programme — including the mycorrhizal fungi and native mushroom cultivation that cycle nutrients between plants and soil — treats that depletion as core food infrastructure rather than a niche organic-farming concern. At the scale envisioned here, that soil work sits directly alongside The Food Co's aeroponic greenhouse and regenerative agriculture programmes: the same land producing more nutrient-dense food, drawing down carbon, and holding water, at once.

A stepping stone for a million young people — built honestly

Roughly a million young people in the UK are not in education, employment or training. It would be easy to claim Environment Co simply creates a million jobs for them. It doesn't, and pretending otherwise would undersell what it actually offers. Scaled to the full national woodland and land-restoration programme, on-site jobs planting, tending and monitoring land reach a few thousand — a genuine, skilled, outdoor workforce, but not a million-job solution on their own.

What Environment Co realistically offers is something more durable: a stepping stone. Entry-level land restoration work — planting, soil monitoring, kelp cultivation — is where a young person with no clear route into the economy gets their first paid role, their first training, and their first sense of a trade. From there, the pathway runs directly into the industries Environment Co's regenerated land and coastline make possible: agriculture roles on land that's now productive again, work in the local commercial greenhouses that regenerative soil and The Food Co's aeroponic systems support, and regenerative ocean farming — cultivating kelp and shellfish alongside the restored seagrass beds this programme protects. Each of those industries carries its own secondary employment: processing plants, logistics, retail, maintenance, training and supervision roles that The Food Co's wider supply chain generates once regenerative land and sea produce enough to build an economy around. That is where a genuine path to large-scale employment exists — not in the restoration work itself, but in what a restored country makes possible to build on top of it.

Why this has to be citizen-owned

None of this pays back on a normal investment timeline. Saplings take fifteen to thirty years to mature. Soil biology rebuilds over a generation. That mismatch is exactly why private capital has never delivered this at scale, and why the state alone has struggled to either — spending on this scale doesn't survive a four-year electoral cycle or a shareholder's quarterly return expectations. Citizen ownership is built for a different kind of patience: the people who benefit from cleaner air, cleaner water, better food, and a genuine route into work are the same people who own the asset producing it.

What success looks like

Success isn't an abstract carbon figure on a spreadsheet. It's fewer children turning up to school with asthma. It's rivers safe enough to swim in again. It's a shopping basket that costs the same but nourishes more. And it's a young person from a town with no clear route into work, starting on a kelp line or a woodland planting crew, and ending up running a greenhouse or an ocean farm a decade later — because the country finally rebuilt the industries that make that path exist, at a cost far more achievable than first thought.
